When purchasing 3rd party expansion packs

This will be the first time that I may purchase an expansion pack for my Genos.

I really like the Rhodes sounds of some of these voices from this Youtube video.

I couldn't find any answers to my following questions on the PSR website:
Question 1) does a distributor of 3rd party expansion packs need to be licensed or authorized by Yamaha or it is strictly buyer beware?

Question 2) has anyone purchased any expansion packs from this youtube channel before?

Looks like he may be from Spain.
He appears to have several for sale as well as other voice and style packs for sale on this channel?

Third party packs are just that. They are nothing to do with Yamaha and are not registered in any way.
