Title: O.S. Update

I haven't updated to 1.3 yet, probably will.   However, is it possible to update to (the upcoming) 1.4 O.S. from 1.2, if I haven't updated to 1.3?

I'm just curious.  Does anybody know?

Yes, you can.

All updates include all the previous ones.
