Mike
You need to to use the Yamaha expansion manager
https://usa.yamaha.com/support/updates/yem_win.html
Basically, you add your instrument definition file to a clean flash drive. Then using the expansion manager you take the celtic ppf file and covert it to a ppi file which is saved on the flash drive drive. Plug the flash drive into your 970 then function/tab to menu 2 where you will see pack installation and install. Note this will wipe any other packs and install the celtic pack so if you are using other packs you will have to make sure they are included in the ppI file.
The instructions are available for the expansion manager so do download them as well.

Mike have you seen this thread about the YEM Content Explorer software? You can create Voice List files for MixMaster, PadMaker, and PadMaker-Midi or StyleMagic YA and Midiworks YA. It's very easy to use.  I have added Voice definition files for about 6 packs so far to all the above programs.

No... YEM Content Explorer only creates Voice files for MixMaster (and PadMaker/PadMaker-Midi) and StyleMagic (+ Midiworks)
